Brief HistoryFounded November 8, 2010 by then Linguistics Department Representative Michael Wilson I. Rosero, Layap started out as a research-based group composed of undergraduate Linguistics students from the University of the Philippines-Diliman, dedicated in promoting active and dynamic research of and for languages. It was in response to the DepEd Order No. 74 ‘Institutionalizing Mother Tongue-Based Multilingual Education’ issued on July 14, 2009. Dr. Nolasco, an advocate of multilingual education and President of 170+ Talaytayan MLE Consortium advised his students to establish an organization led by the students that will pioneer the advancement of MLE in the University of the Philippines. The word Layap, originated from a Proto-Austronesian word for ‘lipad’ or ‘to fly’; thus, the tagline, ‘Lipad tungo sa karunungan.Mission And VisionUP Layap is a duly recognized student-led association of language research advocates for the advancement of a multilingual and culturally relevant education in the Philippines. It endeavors to promote active and dynamic research of and for languages and fosters interaction between different academic fields.Organization’s GoalsLayap has the following objectives:
A. To promote the 170+ languages of the Philippines through language documentation and research.
B. To provide a venue for individuals who have the passion and interest in promoting the language and culture of different ethnolinguistic groups in the Philippines.
C. To encourage individuals to engage in linguistic and academic research in the country.
D. To develop the linguistic skills of the members through lectures and workshops organized by the organization and by actively participating in academic conferences.
E. To actively contribute new knowledge to the field of linguistics through an interdisciplinary approach.
F. To support and help local communities in the Philippines in preserving their language and culture and improve the quality of education in their community.
G. To push for the development of a culturally-sensitive and quality education in the Philippines through the use of a mother tongue-based multilingual education.
H. To generate resources for academic and linguistic research.
